PAY AND BENEFITS
Annual Pay Range: $87,447.48 - $110,710.34
Hourly Pay Range: $42.042059 - $53.226127
Salary offers will be made within the posted pay range and will be based on a candidate`s experience (paid or unpaid) that is directly relevant to the position.

JOB DETAILS AND QUALIFICATIONS
Clackamas County`s Department of Public and Government Affairs (PGA) has an exciting opportunity for an experienced communication professional to join our team as a Senior Community Relations Specialist.
The selected candidate will work with the county`s Department of Transportation and Development (DTD). This large and diverse department oversees a wide range of programs and services, including:
• Transportation system planning and implementation,
• Planning, zoning, and code enforcement,
Urban renewal and economic development,
• Business and community services,
• Sustainability and solid waste,
• Forestry and county parks, and
• County libraries.
Our next Senior Community Relations Specialist will lead strategic communication and public engagement efforts across diverse DTD programs, ensuring clear and effective messaging for internal and external audiences. They will coordinate media relations, manage public information requests, and develop outreach strategies to engage the community and promote DTD initiatives. Additionally, they will provide culturally competent communication services, coach staff for media appearances, and advise management on the public impact of department policies and programs.
The ideal candidate will deeply understand communication and behavior change principles, public engagement strategies, and the ability to work with diverse communities to foster productive dialogue and community trust.

Required Minimum Qualifications/ Transferrable Skills:*
• A minimum of five (5) years of experience in communications, public relations, public involvement, program coordination, outreach, and education in a mid-size or larger public, private, or non-profit organization
• Experience in developing and implementing communication and outreach strategies
• Experience creating and implementing communications plans and ability to integrate multiple communication tools
• Strong written and oral communication skills
• Ability to juggle multiple responsibilities in a fast-paced environment
• Ability to work both independently and within a team structure
Preferred Special Qualifications/ Transferrable Skills:*
• Experience in social marketing, education, or other frameworks that help influence behavioral change
• Experience working in large, multi-portfolio departments
• Experience conducting communication and educational outreach on behalf of a government agency or entity
• Bilingual fluency preferred, but not required
• Experience in equity, diversity and inclusion best practices
• Experience communicating sensitive and/or complex information to various stakeholders

TYPICAL TASKS
Duties may include but are not limited to the following:
• Lead and support the development of communication plans, projects, and deliverables; develop and modify strategies that support the department`s objectives and goals; evaluate and select appropriate communication and styles for targeted audiences; ensure the department`s message, story, and images are appropriately conveyed.
• Assess communication plans and projects and update information based on feedback; serve as liaison and link between PGA and department.
• Coordinate, oversee, and respond to public information requests; coordinate interviews and appearances of elected officials, county management, and staff; draft, write, edit, and direct the preparation of public presentations, discussion notes, position statements, and speeches for elected officials and county management.
• Develop new methods of promoting projects to the public; develop strategies for presenting and facilitating community discussion and implementing new policies; and contribute to developing marketing and public involvement concepts for effective project representation.
• Advise management and project teams on the public affairs impact of proposed changes to department or county programs, policies, and operations.
• Identify and address potential issues resulting in public misinformation or miscommunication; provide culturally competent communication services.
• May act as county public information officer, spokesperson, and/or liaison to external groups; assess community values, concerns, and opinions and communicate them to staff and management; anticipate internal and external constituent needs and proactively provide information, access, and communication.
• Conduct research and analyses of issues relating to county business, budget strategies, and significant political and sensitive topics and issues; carry out media relations responsibilities; determine and recommend appropriate communication messages for elected officials and management.
• Coach and train department staff for interviews with journalists.
• May provide lead direction to staff on work activities; prioritize and coordinate work assignments; review work for accuracy and content; evaluate projects, activities, and processes.
WORK SCHEDULE
This position is included in the County`s alternate workweek program, working 40 hours during a standard workweek of Monday through Thursday (Fridays off). Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended. The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington.
