The Southern Nevada Regional Housing Authority (SNVRHA) is recruiting a Deputy Director of Affordable Housing to join our team. SNRHA provides affordable housing to low- and moderate-income households through its public and affordable housing programs. Position Summary
The Deputy Director of Affordable Housing is responsible for assisting in planning, controlling, and directing the day-to-day operations and expenses of all affordable housing properties, including multifamily, single-family residential, and commercial offices. This position supports the Director of Affordable Housing in ensuring the optimal operating performance of SNRHA Affordable Housing communities and Affordable Housing Programs, Inc. (SNRHA’s nonprofit subsidiary) properties and exploring opportunities for growth of those existing assets and acquisition and development of new land and building opportunities.
Duties and Responsibilities

Plans, organizes, directs, controls, prioritizes, assigns, supervises, and reviews the work of Property Managers, the Maintenance Superintendent, and administrative support staff.
Formulates, affects, interprets, or implements management practices or operating procedures, including having the authority to waive or deviate from established practices and procedures.
Participates in developing, implementing, and managing the department’s budget while monitoring expenditures per the Housing Authority’s policy and procedures.
Interviews and selects staff: Provide and/or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures in accordance with Housing Authority’s policy and procedures, including handling employee grievances or complaints and disciplining employees.
Provides guidance, tools, resources, and techniques that advance the growth of the Affordable Housing Department to produce and preserve affordable housing in the Southern Nevada region.
Develops and coordinates the implementation of strategic goals and objectives; establishes project management process and quality control methods.
Prepares and delivers analytical reports to the Executive team, agency-wide staff members, Board of Commissioners, State elected officials, and the general public.
Ensures staff follows applicable state and federal regulations and Housing Authority policies.
Supervises the management compliance of properties according to Section 42 (Low-Income Housing
Tax Credit) Regulations.
ADDITIONAL RESPONSIBILITIES:
Responsible for financial performance and organizational effectiveness. Establishes and articulates leadership.
Establishes and maintains communication and internal/external relations. Provides and ensures staff development.
This position is NOT eligible for participation in the collective bargaining unit (SEIU), which represents certain Southern Nevada Regional Housing Authority employees.
Minimum Qualifications
Minimum qualifications are intended to identify applicants most likely to perform successfully on the job. Applicants who meet minimum qualifications are not guaranteed an interview; however, they are further assessed to determine how well they meet the position`s minimum qualifications and the agency`s immediate needs. Applicants should possess the following:
§ Bachelor’s degree in Business Administration or closely related field.
§ Five (5) years of relevant, increasingly responsible, affordable housing property management and supervisory experience, including oversight of a housing management division and maintenance practices.
§ Nine (9) years equivalent combination of education, training, and experience in housing and commercial management.
§ Tax Credit Specialist and RAD PBV certification are required.
§ Valid Nevada State-issued Driver’s License and a satisfactory driving record.
§ Excellent communication, problem-solving, crisis management, time management, and organizational skills.
Preferred Qualifications
Preferred qualifications are desired qualifications above and beyond minimum qualifications that demonstrate additional education, experience, training, or other credentials. Preference may be given to applicants who possess the following preferred qualifications:
§ Low-income tax credit certification
§ Experience working with vulnerable populations.
