Projet Intégré de Lutte contre les Inondations et le renforcement de la Résilience” (PILIER) follows on from the floods of 2022, which caused considerable damage to infrastructure in towns and villages, to irrigated areas along the Logone and Chari rivers, and extensive damage in 18 of the country`s 23 provinces, including N`Djamena, where it was estimated that by mid-November 2022, 110 square kilometers of N`Djamena and its immediate surroundings were under water. The floods affected 1,426,948 people nationwide in 237,317 households, destroying 149,900 homes, disrupting water sources and submerging 325,184 hectares of agricultural land (MATHU, 2022). An assessment of post-flood recovery needs carried out with UNDP support estimated the cost of flood damage and losses at over 231,913,000,000 FCFA, or around 387,000,000 USD.

Thus, the Government of Chad has obtained a grant of 150,000,000 USD from the World Bank to finance the “Projet Intégré pour la Lutte contre les Inondations et la Résilience Urbaine à N`Djaména” (PILIER), aimed at reducing the vulnerability of populations exposed to the risk of flooding through an integrated multi-sectoral approach targeting as a priority the areas most affected by the 2022 floods, while taking into account the imperatives of community development and capacity building of governance structures at both central and local levels.

More specifically, PILIER aims to (i) mitigate the negative impacts of flooding through green and grey infrastructure to protect vulnerable areas of N`Djamena from recurrent fluvial and pluvial flooding, and (ii) improve urban planning and management while taking flood risks into account by promoting climate-resilient community interventions and strengthening certain flood-related services.

PILLER comprises four components:

  • Component 1 - Drainage and flood protection infrastructure focuses on mitigating the negative impacts of flooding through green and grey infrastructure to protect vulnerable areas of N`Djamena from recurrent fluvial and pluvial flooding. 
  • Component 2 - Urban Planning, Resilient Community Services and Intervention focuses on improving risk-informed urban planning and management, promoting climate-resilient community interventions and strengthening selected flood-related services.
  • Component 3 - Project Management.
  • Component 4 - Contingent Emergency Response (CERC).

 

Component 2 includes a sub-component 2.2 dedicated to strengthening flood-related urban services, with an emphasis on local community involvement. This sub-component encompasses two components: firstly, small-scale urban interventions targeting participatory flood protection at neighbourhoods’ level, and secondly, strengthening disaster preparedness and response mechanisms at city level.

 

Sub-component 2.2 of community interventions has been designed using a progressive approach and targeting the following interventions:

  • The construction of climate-resilient basic infrastructure and urban services at community level to significantly reduce exposure to risk and vulnerability to disasters and climate change in urban areas.
  • The implementation of a program of community interventions in support of a pre-established list of interventions. These interventions will be selected using a participatory approach based on a prioritization protocol and geographic targeting criteria to be developed and agreed with the Government.

 

All N`Djamena neighbourhoods will be eligible for these interventions, with a particular focus on low-income and climate-vulnerable areas.

 

The Government of Chad, through the Ministry of Land Management, Housing and Urban Planning (MATHU), has signed a partnership agreement with the UNDP office in Chad to implement the activities of this sub-component 2.2 over a provisional period of 48 months.

 

In this context, the UNDP Chad office is looking for an Urban Resilience Analyst to support the implementation team of sub-component 2.2 on the aspects of taking into account disaster risk reduction in microprojects, including preparation for resilient post-disaster recovery. He/she will ensure coordination and collaboration with the PILIER PMU`s technical teams, and specifically with the quality assurance of the infrastructures to be built under sub-component 2.2.   

The Urban Resilience Analyst will focus on: (a) Subcomponent 2.2 implementation; (b) capacity building of key stakeholders, and  (c) policy and programme development, including resource mobilization in the following four areas:

Duties and Responsibilities

A.  Ensure Urban Resilience

  • Provide technical support to ensure the quality assurance of diagnostics carried out by service providers, in view to identify communitie`s needs.;
  • Provide technical and coordination support for trainings and conducting urbans diagnostics in municipality levels; 
  • Advise and support the microprojects development and implementation at community level under the subcomponent 2.2 on urban resilience, ensuring integration of risks in urban planning/infrastructure development, and post-disaster recovery in urban areas. This may include supporting the delivery of urban risk management related training modules/guidance/tools for national entities to facilitate the practice of urban risk analyses/assessments, early warning systems, preparedness in response and recovery. 
  • Guide and support mainstreaming of Disaster Risk Reduction and resilience building in local development and planning, infrastructure development, planning and investments;
  • Provide technical expertise in developing guidelines, tools, methodologies and producing knowledge management products on urban risk management, with linkages to disaster risk reduction, resilience, climate change and other relevant themes;
  • Contribute to the development of strategies and approaches to increase national capacities for urban risk management, risk-informed urban development and national resilience building, including its integration in national disaster risk reduction and recovery strategies, policies and legislative system, or developing standalone urban risk management and broader national resilience building strategies; and

B.Ensure Recovery Preparedness

  • Provide technical and coordination support for trainings and conducting Post-Disaster Needs Assessments (PDNAs), and support the development of knowledge products for strengthening recovery preparedness;
  • Provide technical support to ensure the integration of cross-cutting issues, such as gender, peacebuilding, rights of people with disabilities, human rights, and resilience into disaster post recovery frameworks, DRF trainings, and knowledge products on recovery preparedness;
  • For improving national recovery and early warning preparedness and response capacities, contribute to developing funding proposals as well as preliminary governance framework for establishing multi-hazard early warning and early action systems based on related studies undertaken through the project.

C. Facilitate Knowledge Management

In collaboration with the communication specialist, the urban resilient will:

  • Synthesize reports and analyses for disseminating and engaging with wide set of stakeholders including governments, partners, academia, private sector and grassroot-level communities in user friendly formats; 
  • Compile, analyze, report and codify urban risk management and recovery experiences and lessons learned;
  • Generate new knowledge by (a) reviewing and analyzing issues and trends based on existing secondary data; and (b) developing case studies through research, data collection and analyses;
  • Guide and support the development and effective application of knowledge products and policy documents related to urban risk management and recovery preparedness;
  • Build the knowledge base and documented experience to further substantiate the links between urban disasters, urbanization processes, urban governance, development planning, infrastructure development and basic services; and
  • Facilitate exchanges and experiences sharing related to urban risk management and resilience as well as recovery and recovery preparedness between communities and specialized agencies, among Municipalities, within Africa as well as through South-South cooperation, where valuable.

D. Advocacy, partner engagement and resource mobilization

  • Support partnership building and resource mobilization efforts for urban risk management and resilience building as well as recovery preparedness through compilation of relevant background information, development of briefing notes, reports, project concept notes and proposals, and ensuring inclusive coordination and proposal development processes;

Contribute to and support the development of capacity through coaching, mentoring and formal on-the-job training, when working with (including supervising) national staff or non-governmental counterparts, including Implementing Partners (IPs) as well as academia and young professionals working in urban resilience and recovery/risk reduction. 

The incumbent will perform other duties within his functional profile as deemed necessary for the efficient functioning of the STARR portfolio and the Country Office programme.

IV.   Institutional Arrangement.

The Urban Resilience Analyst will work under the direct supervision and will report to the subcomponent 2.2 Manager. S/he will work closely with the DRR focal points and experts of the UNDP STARR portfolio as well as the designated focal points in partner organizations for effectively fulfilling assigned responsibilities.

Required Skills and Experience

 
Education:
  • Advanced university degree (Master`s degree or equivalent) in urban studies and planning, civil engineering, architecture, disaster risk management, development studies is required. Or

A first-level university degree (Bachelor’s degree) in a relevant field in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.

Experience:

•    Up to 2 years (with Master’s degree) or or 2 years (with Bachelor’s degree) of progressively responsible relevant experience at the national or international level in a development context and with a focus on urban design/planning/management; disaster risk reduction, and climate change adaptation and mitigation. 
•    Experience working on urban development and management, and urban risk reduction concepts, frameworks and principles and ability to apply to community situations;
•    Knowledge/experience of how multiple risks and impact on development, and the delivery of resilience to communities through reducing vulnerability and reducing risk;
•    Hands-on experience in design, implementation, monitoring and evaluation and reporting related to development of community projects;
•    Experience in working jointly, coordinating, and collaborating with communities, municipalities, national technical structures, NGOs, and civil society organizations;
•    Knowledge/experience of core recovery principles and frameworks, and ability to guide delivery at national, provincial and community levels;
•    Knowledge/experience of disaster risk reduction concepts, frameworks and principles and ability to apply to community situations; 
•    Full proficiency in French is required.
•    Working knowledge in English is desired.
